Using the passive radar, can this detect dense clouds?

Many years ago, I was discussing this idea with Dr David Arnold (meteorologist), thinking we might be able to use NTSC UHF stations as our pulse transmitters on the vertical or horizontal sync intervals. An antenna to pick up the UHF station, and one more to pick up the reflections. Never went anywhere with it, as the tech was not there yet. But now some 25 years later, maybe?

I believe it’s a possibility, but for any sort of usefulness the bandwidth would need to be quite wide to get any sort of usable resolution at those frequencies.
